I get the following error when I try to view the page for the 9/11 final report:

The XSLT engine broke while rendering:

The reason is that XML parser error 4: not well-formed (invalid token) and the error code is 2

ok, fixed now.
a combo of challenging non UTF-8 chars in a review, coupled with a challenging XML char handling backend system caused XML validation failure.

i fixed it.
